For those who are asking about D9 compatibility – if you dig back in the comments, you’ll see a post we made, and the answer.
In late August 2021, we posted:
Drupal 9 – or not:
You commented in a post sometime in July or August: “Currently, I have no plan to update Drupal 9, if you want, pls contact us, we will update for it (paid).”
Before that, you kept saying to please wait, that the D9 version was being developed.
We need to know if Porto is going to be available for Drupal 9. We have sent you several emails about this question with no answer.
Please answer this question once and for all. Thank you.
The reply shortly afterwards from “Refaktor-Support” was:

Sorry for making you wait We are still unable to publish the Porto theme on Drupal 9 version, at least this year

It sounds like Porto has been abandoned going forward. We are using Drupal’s tools (such as the update_status module) to see if we can make things work ourselves, but it doesn’t look good at this point. Buyer beware.

There are no Drupal 7 themes in the latest download. Only Drupal 8. Where do I get the D7 files?

For over a year, the answer has been “We’re having a server issue and we’re trying to fix it.”
There are no server issues that take more than a year to fix.
Assume once and for all that there is no Drupal support for this theme.
The idea is to try to sell as much as possible, and then disappear, as happens so often in the evanto market….
